The track is owned by the Royal Navy and is adjacent to HMS TEMERAIRE which is the Royal Navy's and Royal Marine's Physical Instructor (PTI) training school but is administered by the Portsmouth Naval Base Commander. It was built in 1981 with the first meeting on 23rd May 1981 to replace the old Victory Stadium track at the old location of HMS TEMERAIRE at Flathouse Road which was developed into a retail park. The track was officially named Victory Stadium in 1998. Before this it was just known as the track at HMS TEMERAIRE or the Burnaby Road Track. Initially it had a few problems from gases coming up from the ground as it was built over the moat of the ancient City of Portsmouth. The gate on the south side of the track on St. George's Road was the original north entrance gate to the city. The infield is a football pitch.
